Projects permitted after 7/1/2025 must use at least REM 2025 and Ekotrope v5.0.2.
Raters may use up to Ekotrope v5.2 at their discretion. New projects which were
permitted before 7/1/2025 may use REM 2023 or Ekotrope v4.2.3. Raters may submit a
confirmed rating in the same software version that was used to create the projected
rating if the file was shared with BER at projected phase.
